Non-Bindng Resolutions Are Retarded

WP, TH, ANO

I sure hope this person does not mind but, I found this over at Victory Caucus and just HAD to add it here and hopefully, it will get out into the nether world. I have also sent it on to several CONgress Critters.

If you are a member, you can catch this under the forum thread, “I re-wrote the Resolution”.

MAN, this is GREAT!!!

Whereas the United States strategy and presence on the ground in Iraq can only be sustained with the support of the American people and bipartisan support from Congress;

Whereas Iraq is witnessing widening sectarian and intra-sectarian violence fomented by adherents to the defunct Bathist regime, international terrorist organizations, and hostile regional powers;

Whereas the responsibility for internal security and halting sectarian violence in Iraq is becoming primarily with the Government of Iraq and Iraqi security forces, and the Congress acknowledges recent Iraqi victories in Najaf;

Whereas security and national cohesion are necessary for the Iraqis to reach a point where the long-standing sectarian differences may be resolved through a representative legal and political system;

Whereas we recognize the lessons of past conflicts, and the generational commitments that must be made to assist young democracies in attaining a peaceful, prosperous and stable future for their people;

Whereas the United States Army and Marine Corps, including their Reserves and the Army National Guard, are serving valiantly through multiple, extended deployments to Iraq and Afghanistan, and their families are enduring great strain;

Whereas by the analysis of the U.S. military, intelligence services, intelligence services of our allies, and by the words of the leadership of al-Qaeda, the current focus of the war against radical Islamic terrorism is Iraq;

Whereas past retreats have emboldened terrorist organizations, perpetuated a perception of American lack of resolve, and increased the danger to the American people;

Whereas defeat or retreat in Iraq would damage the standing, influence, and interests of the United States in Iraq, the Middle East, and around the world for many years to come;
Whereas victory in the Iraqi theatre should be our goal, and the best chance of success requires a change in current strategy;

Whereas the sectarian, terrorist and foreign enemies in Iraq lack sufficient manpower and weaponry to launch major operations or defeat the Multi-National Force – Iraq militarily, and the strategy of the enemy is aimed at weakening the resolve of the United States and coalition nations:

Now, therefore, be it Resolved by the Senate (the House of Representatives concurring), That it is the sense of Congress that—

(1) the size and training of the U.S. Armed Forces should be expanded to meet the challenges of today, prepare for the challenges of the future, and to communicate strength to both our friends and enemies;

(2) it is necessary for the military and administration to clearly and regularly articulate, to the people of the United States, the Iraqi people, our mutual friends, allies and enemies, our mission, progress and status in the theatre;

(3) the primary objective of United States strategy in Iraq should be to establish a strong, free Iraq that is a friend and ally to the United States of America;

(4) the United States should transfer, as conditions on the ground make such practical and likely to succeed, responsibility for internal security and halting sectarian violence in Iraq to the Government of Iraq and Iraqi security forces;

(5) greater concerted regional, and international support and investment would assist the Iraqis in becoming more economically and politically connected to the community of nations, and promote a peaceful and prosperous future for Iraq;

(6) main elements of the mission of United States forces in Iraq should be the destruction of foreign terrorist organizations in Iraq, the disbanding and elimination of violent militias, the interdiction of foreign disruption, and accelerated training of Iraqi troops;

(7) it is not in the national interest of the United States to abandon its Iraqi allies, concede the central battlefield in the “War on Terror”, acquiesce to the establishment of a terrorist haven, lawless state or domination of the Gulf region by hostile powers, and as our soldiers fight to prevent these outcomes and establish a strong and free Iraq that is a friend and ally to the United States, they will have the support of this Congress for victory.
