What Happened To The Iraq War Issue?

I remember a time when the War In Iraq was treated as a separate war in the greater Global War On Terror. Naturally, those of us that were not playing political football with our troops knew this simply was not true. However, during the electioneering of 2005 through 2006, all we heard from the leftist politicians and the leftists they catered and pandered to was Iraq, Iraq, Iraq, and Iraq. Now, one has to practically knock them to the ground, pin them down and begin extracting teeth with a pair of needle nose pliers to get them to talk about Iraq. All of a sudden, nearly out of the blue, if they do talk about the GWOT, somehow the conversation turns to Afghanistan. The reason(s) is(are) clear as to The Why that is. (read the rest)

Given the problems with previous U.S. intelligence assessments of weapons of mass destruction, officials are careful not to overstate Al Qaeda's capabilities, and they emphasize that there is much they don't know because of the difficulty in getting information out of the mountainous area of northwest Pakistan where the network has reestablished itself.

But they say Al Qaeda has regenerated at least some of the robust research and development effort that it lost when the U.S. military bombed its Afghanistan headquarters and training camps in late 2001, and they believe it is once again trying to develop or obtain chemical, biological, radiological and even nuclear weapons to use in attacks on the United States and other enemies. Bush Urges Vigilance in Seeing Iraq Succeed

WASHINGTON, April 10, 2007 – It’s time for the Iraqi government to step up and “do hard work,” but withdrawing U.S. troops too quickly would ultimately backfire, President Bush told an American Legion post in Fairfax, Va., today.

Bush said the decision to send more troops to Iraq to help stabilize the capital was tough but necessary. Military commanders he talked with support the plan as the only real option in light of escalating violence.

The president said the generals recognized that leaving Iraq before the Iraqis had enough trained troops to secure Baghdad would have left a dangerous void for terrorists and insurgents to take advantage of. “The lack of security would have created an opportunity for extremists to move in,” he said.

The long-term impact would have been devastating to the United States, Bush said. Terrorists would have been emboldened by America’s perceived weakness, better able to recruit more people to their cause and with a new safe haven for launching future attacks.

“What happens in the Middle East matters here in America,” the president said. “If we … were to retreat from Iraq, … the enemy would follow us here. And that’s why it’s important we succeed in Iraq.”

Bush said he vowed on Sept. 11, 2001, that the United States would go on the offense against its enemies overseas so it never again has to confront them at home. “We don’t have the luxury of hoping for the best, of sitting back and being passive in the face of this threat,” he said.

U.S. troops in Iraq are helping the Iraqis confront terrorists and extremists and showing “some encouraging signs” in bringing down the violence, Bush said. “The reinforcements are having an impact,” he said. “And as more reinforcements go in, it’ll have a greater impact.”

U.S. forces also are making headway in training and equipping Iraq’s security forces so they can eventually take over the mission themselves, the president said.

But despite these positive trends, Bush said, ultimate success in Iraq depends largely on the Iraqi government.

“Now it’s time for … the Iraqi government to stand up and start making some strong political moves,” he said. “And they’re beginning to.”

Bush said he speaks often with Iraqi Prime Minister Nouri al-Maliki and reminds him that the United States expects the Iraqis to do more of the heavy lifting. “We want to help, but we expect them to do some hard work,” Bush said.

The president said he’s confident that the Iraqis know what’s expected of them and want to “do the job.”

But as that happens, he said, it’s vital that the United States not lose its will and give up. History would look back and wonder, if that scenario was allowed to play out, how the country could have allowed the situation in Iraq to spin out of control and threaten the United States, the president said.

The biggest question, he said, would be, “How come they couldn’t remember the lesson of September the 11th?”

Bush Urges Congress to Pass Emergency War-Spending Bill By Donna Miles American Forces Press Service WASHINGTON, April 10, 2007 – President Bush today reiterated his call for Congress to pass an Iraq war supplemental appropriations bill and called for a meeting with congressional leaders from both parties to move the process ahead. Speaking to American Legion Post 177 in Fairfax, Va., the president called for a session next week to work toward a bill that’s not bogged down with pork-barrel projects and “arbitrary deadlines” for a withdrawal from Iraq. “We can discuss the way forward on … a clean bill … that funds our troops without artificial timetables for withdrawal and without handcuffing our generals on the ground,” he said. He urged Congress not to use the funding issue to make a political statement that ultimately hurts the troops. “I know we have our differences over the best course in Iraq,” he said. “These differences should not prevent us from getting our troops the funding they need without withdrawal and without giving our commanders flexibility,” he said. Bush said further delays in passing a bill he can sign will soon put the brakes on military training and equipping and could cause deployed troops to have their tours extended. “The clock is ticking for our troops in the field,” he said. Military leaders will be forced to notify Congress in the days ahead that they need to transfer $1.6 billion from other military accounts to cover the funding shortfall. “That means our military will have to take money from personnel accounts so they can continue to fund U.S. Army operations in Iraq and elsewhere,” Bush said. This transfer comes on the heels of another $1.7 billion transferred last month from money designated for weapons and communications systems and military personnel accounts. Bush said that money had to be redirected so the military could continue funding programs to protect troops from improvised explosive devices and send hundreds of mine-resistant vehicles to front-line troops. These actions are just the beginning of what’s to come if an emergency-spending bill isn’t passed soon, he said. “And the longer Congress delays,” he continued, “the worse the impact on the men and women of the armed forces will be.” Bush reminded the group that Marine Gen. Peter Pace, chairman of the Joint Chiefs of Staff, recently testified that if Congress doesn’t pass a bill by mid-April, the Army will be forced to consider curtailing other major efforts. Among programs that could suffer: equipment repair and quality-of-life initiatives for Guard and reserve forces and stateside training for reserve-component units. “This would reduce their readiness and could delay their availability to mobilize for missions in Iraq and Afghanistan,” the president said. “If Congress fails to pass a bill I can sign by mid-May, the problems grow even more acute,” he said. The Army will have to consider slowing or even freezing funds for its depots, delaying or curtailing active-force training, and putting the brakes on forming its new brigade combat teams. These measures would have serious consequences for the troops, Bush said. Forces now deployed in Afghanistan or Iraq might need to be extended because other units aren’t ready to take their places. “The bottom line is this:” Bush said, “Congress’ failure to fund our troops will mean that some of our military families could wait longer for their loves ones to return from the front lines. Others could see their loved ones headed back to war sooner than anticipated.” That’s unacceptable all around, he said, expressing hope that next week’s meeting with congressional leaders will break the logjam. “When it comes to funding our troops, we have no time to waste,” he said.

Outposts: Good For Our Success and Bad News For The Enemy

Baghdad Security Plan Seeing Many Successes By Melinda L. Larson American Forces Press Service WASHINGTON, April 8, 2007 – The success of combat outposts and joint security stations within the Baghdad area have been so successful that there is talk of increasing the number of combined Iraqi and coalition force stations, according to U.S. Army Maj. Gen. William Caldwell IV, Multinational Force Iraq spokesman. Fifty-four of the 75 outposts and stations are operating in the capital, and the number could rise to 102, Caldwell said today during a combined press briefing in Baghdad with Iraqi Army Brig. Gen Qassim Atta, spokesman for the Baghdad Security Plan. “Together we are making progress but it’s going to take time. I can see it and I can feel it on the streets,” Caldwell said. The dynamics within the capital have changed since the Baghdad Security Plan began Feb. 13. The plan called Fardh al-Qanoon, an Iraqi phrase that means “Enforcing the Law,” includes initiatives to split Baghdad into 10 districts and create joint security stations in the capital city. “There are more Iraqi security forces along with coalition forces out on the streets who are living out there now. They have proven very successful in providing much greater security,” Caldwell said. Caldwell quantified the statement by adding there’s been a 26 percent decline in the number of murders and executions in Baghdad between the month of February and March, and a 60 percent reduction during the last week of March and the first week of April. Caldwell cautioned that it is not yet a trend. “We’re very encouraged by that positive sign but it does not mean we’ve achieved an end state yet. We still have a long way to go and that has to be sustained over a long period of time to really change the dynamics,” he said Caldwell made it clear the last of five brigades scheduled to arrive for operation Fardh al-Qanoon won’t be in place until June. “We’re still at the beginning of this plan,” he added. With the security plan placing Iraqi and coalition forces in the neighborhoods, it means they are more accessible to citizens and that has brought another success, he said. “We’re working toward building contact with the people and that is going to lead to confidence building,” Caldwell said. “The amount of tips that have started to come in from Iraqi citizens has gone up exponentially over the past couple of weeks because the people are starting to develop the trust and confidence in knowing that the security forces will respond to them when they call.” Some of the security stations have set up phone numbers so calls can be taken directly at the station and forces can react more quickly, he added. In addition to engaging the citizens of Iraq with local security forces, a free press is also critical to the country, Caldwell said. A recently opened radio and television station in the volatile Diyala province northeast of Baghdad means citizens can be informed. “The opening of the radio and television station in Diyala was a major step forward,” Caldwell said. “There’s now the ability for the Iraqi press to talk with and engage with the people up there. That’s another important aspect because ultimately the solution for anything here is not just the military, it only sets the conditions to allow for a political solution.” Caldwell also took a moment to thank the press for their contributions. “I appreciate the risks that you take and the sacrifices you make on a daily basis,” he told the reporters at the briefing. “A free press is absolutely essential if we’re going to keep the Iraqi people informed as to what’s going on. Thank you for your service to your country and what you do for your people.”
